How a Growing City Improved Outreach to Diverse Business Owners

Hola InHola Insights partnered with a growing city of 170,000 residents to improve communication and increase awareness of city services among diverse business owners. The city hired us to lead a research-driven community engagement initiative focused on bridging cultural and communication gaps, identifying barriers to service access and building trust with entrepreneurs through bilingual outreach.

Purpose and Approach:This project aimed to evaluate local business owners’ awareness of city services, uncover challenges to engagement, and recommend solutions for improving access. Using a bilingual outreach strategy (English and Spanish), we connected with business owners via phone calls and in-person through culturally relevant messaging, while also gathering feedback on their needs and experiences.Key Services provided by Hola Insights:• Cultural Messaging Strategy: We crafted targeted, in-language communication to ensure clarity, cultural relevance, and connection with this growing community.

Delivered clear messaging through Spanish-language radio ads, print, and digital channels.

Engaged business owners through trusted local media outlets, community spaces, and small business platforms.

Provided a full report with actionable insights, helping the city understand community needs and adjust services accordingly.
•Translation & Interpreting:
Ensured inclusivity and accessibility by translating materials and offering interpreting services as needed.

Targeted Messaging & Distribution:

Our bilingual campaign used platforms already trusted by the community such as Spanish-speaking radio, local newspaper, social media, public libraries, local universities, churches, and the Small Business Development Center. These channels helped ensure messages reached business owners where they were already tuned in.Outreach Approach:In Phase I, we connected with eight business sectors that employ up to 20 staff members each. In Phase II, outreach expanded to ten self-employed business types. This two-part strategy helped us reach both established and emerging entrepreneurs in the city’s diverse business sector.Key Findings:Our research revealed that many diverse business owners lacked awareness of many of the city services, and some misunderstood their relevance. Barriers included:● Difficulty navigating the city’s digital platform.● Limited understanding of licensing and tax requirements.● Gaps in financial literacy of business owners.● A strong preference for direct, human-centered communication (face-to-face, social media, phone, email, and clear city website navigation).Our CommitmentTo meet project demands, our team dedicated 35–45 hours per week during peak outreach.
